Indoor Air Quality & Environmental Compliance for Bedrock Real Estate

Scope of Work :

Bedrock Real Estate Services selected ETC as its primary environmental and industrial hygiene consultant for more than 147 commercial and mixed-use buildings throughout downtown Detroit. ETC provides ongoing Indoor Air Quality (IAQ) investigations, environmental assessments, and building safety compliance services across Bedrock’s extensive property portfolio. This work supports Bedrock’s ongoing acquisition, redevelopment, and management operations, addressing employee complaints, water intrusion incidents, and general building condition concerns while ensuring compliance with EPA, OSHA, MIOSHA, DOT, and HUD requirements.

ETC's Role :

ETC assists Bedrock through every stage of property acquisition and management — from pre-purchase evaluations to renovation oversight and long-term building operations. ETC conducts comprehensive IAQ diagnostics, beginning with HVAC condition assessments and air circulation evaluations. When issues are not immediately identifiable, ETC deploys direct-read and data-logging IAQ instruments over extended periods to evaluate temperature, humidity, pressure, CO/CO₂, ozone, nitrogen dioxide, VOCs, particulate matter (PM2.5 & PM10), and formaldehyde.

ETC also performs mold and bacterial testing in cases of water intrusion or occupant complaints, collecting comparative indoor and outdoor samples to rule out or confirm biological contributors. When IAQ results do not pinpoint a clear concern, ETC expands testing to less common exposure risks, including chemical contaminants, Legionella, and biocides.

In addition to IAQ, ETC provides pre-renovation and renovation oversight, coordinating environmental and safety compliance activities across Bedrock’s building portfolio. This includes ensuring adherence to EPA, OSHA, MIOSHA, DOT, and HUD regulations, and managing environmental risk during demolition or reconstruction.

Through this multi-layered approach, ETC delivers rapid response, technical guidance, and regulatory navigation for hundreds of spaces, including highly regulated federal tenant areas leased by the General Services Administration (GSA).

By providing clear diagnostics, targeted sampling, and consistent oversight, ETC supports rapid issue resolution and regulatory compliance throughout occupied buildings. Project durations vary widely, with initial reports completed in 1–2 weeks, full investigations requiring up to 5 weeks, and large-scale renovation oversight lasting as long as two years.
