Former McLouth Steel Plant Brownfield Redevelopment
Scope of Work :
ETC provided environmental oversight for the rehabilitation of the former McLouth Steel Plant in Trenton, Michigan, as part of a large-scale EPA Brownfield redevelopment project. The work supported asbestos abatement, environmental remediation, demolition, and site preparation activities across the former steel manufacturing facility.
The multi-year project involved extensive environmental challenges, including asbestos removal, remediation of contaminated soils and sludge pits, demolition of large industrial structures, and coordination of multiple cleanup efforts. Once complete, the property was prepared for redevelopment as a regional transportation and logistics hub.
ETC's Role :
ETC provided environmental oversight throughout the project, coordinating remediation activities involving asbestos-containing materials, contaminated sludge, brine pits, retention ponds, former steel production equipment, and other environmental hazards associated with decades of industrial operations.
The project required coordination between the U.S. Environmental Protection Agency, the Michigan Department of Environment, Great Lakes, and Energy (EGLE), and the property owner, each with responsibility for different portions of the cleanup. ETC worked within this multi-agency framework while supporting remediation activities above grade and helping distinguish responsibilities for various contaminants across the site.
ETC also developed and implemented a specialized removal approach for seven 120-foot steel ovens that contained asbestos materials, while providing ongoing air monitoring to protect nearby residential communities and the Detroit River corridor. Throughout the project, ETC supported communication with regulatory agencies, elected officials, and community stakeholders as remediation activities progressed.
Results and Impact :
Over more than two years, ETC supported the successful environmental rehabilitation of one of Michigan’s most recognizable former industrial properties. The project included the removal of more than 800,000 square feet of asbestos-containing transite siding along with remediation of significant environmental hazards throughout the site.
Through continuous environmental oversight, air monitoring, and coordination among multiple agencies and stakeholders, ETC helped support a safe and organized cleanup process while addressing community concerns throughout the project. The completed remediation positioned the former McLouth Steel Plant property for future redevelopment as a transportation and logistics center.
