Scope of Work :

ETC has been contracted by the Michigan Department of Health & Human Services (MDHHS) since 2015 to conduct statewide Lead Inspection and Risk Assessments (LIRAs) and Elevated Blood Lead (EBL) investigations. This work began in direct response to the Flint Water Crisis and has since expanded to include hundreds of homes throughout Flint and numerous counties across Michigan. The project supports MDHHS and multiple local health departments in identifying lead hazards, evaluating exposure pathways, and ensuring homes meet State and HUD requirements for lead safety.

ETC's Role :

ETC performs LIRAs and EBL investigations—including water testing for metals contamination—across Flint and other communities throughout Michigan. Using 15 XRF analyzers, ETC conducts one of the highest volumes of lead-based paint inspections in the State. The investigation findings allow MDHHS and local municipalities to hire remediation contractors and address lead hazards in low-income, high-risk housing.

ETC also provides post-remediation lead clearances to confirm that corrected homes meet “lead safe” standards. This work requires extensive coordination between ETC’s scheduling department, homeowners, inspectors, and multiple government agencies.

Beyond field investigations, ETC supports municipalities in complying with HUD requirements for CDBG, HOME, and other Part 35-funded programs. ETC is also contracted by the State of Michigan to provide expert witness testimony for legal cases associated with the Flint Water Crisis, leveraging its role as both Michigan’s largest provider of lead services and its most experienced lead-based paint training organization.

Results and Impact :

Since 2015, ETC has completed hundreds of LIRAs, EBLs, and clearances for the State of Michigan and partner municipalities. These efforts directly support the protection of children and families in communities disproportionately affected by lead exposure, especially in Flint’s low-income neighborhoods. ETC’s work has helped accelerate remediation activities, improve compliance across local housing authorities, and strengthen public health outcomes statewide.

ETC’s technical expertise and rapid response capabilities continue to make it a crucial partner in Michigan’s ongoing efforts to eliminate lead hazards and address the long-term impacts of the Flint Water Crisis.

ETC has a long-standing partnership with the State of Michigan, supporting MDHHS as the State’s largest HUD grantee. ETC has assisted with the development and implementation of evolving lead safety standards and continues to provide inspection, assessment, clearance, and expert witness services as regulatory requirements change.
