Detroit Housing Commission 5-Year HUD Environmental Reviews (NEPA)
Scope of Work :
ETC was retained by the Detroit Housing Commission (DHC) to support environmental review activities for properties included in the agency’s 5-Year Update Plan. The project involved environmental assessments and HUD environmental review support for 288 residential properties throughout Detroit, including both multifamily housing developments and scattered-site single-family residences.
The work was completed to support planned repairs and improvements while satisfying environmental review requirements associated with federally funded housing programs. Assessments included environmental due diligence, site investigations, and documentation of potential environmental concerns that could affect future renovation activities.
ETC's Role :
ETC conducted 38 ASTM E1527-21 Phase I Environmental Site Assessments for multifamily properties and 150 limited Phase I Environmental Site Assessments for scattered-site residential properties. To improve efficiency and reduce project costs, ETC organized eligible single-family properties into environmental review groupings based on location and development area, allowing multiple properties to be evaluated within a single review where permitted.
As part of the environmental review process, ETC performed site reconnaissance for all properties and prepared the documentation required to support HUD environmental reviews. The team also incorporated available asbestos and lead-based paint information from current and historical investigations, helping maintain a comprehensive environmental database for future planning and compliance efforts.
Additional services included asbestos surveys, project oversight, environmental monitoring when required, and development of operations and maintenance documentation to support long-term compliance following renovation activities.
Results and Impact :
ETC successfully completed environmental review support for 288 properties included in the Detroit Housing Commission’s housing improvement program. The assessments provided the information needed to identify environmental considerations before renovation work began and helped support compliance with HUD environmental review requirements.
By organizing scattered-site properties into allowable review groupings and maintaining a centralized environmental information database, ETC helped streamline the review process while creating a foundation that can be used for future housing updates and redevelopment planning.
