Dearborn Public Schools Job Safety Analysis Program

Scope of Work :

Dearborn Public Schools retained ETC to develop Job Safety Analyses (JSAs) for maintenance, custodial, grounds, and skilled trades personnel throughout the district. The project was designed to identify workplace hazards associated with routine job duties and establish clear safety requirements for each employee group.

The effort included evaluating job responsibilities, reviewing work environments, and identifying both task-specific and location-specific hazards that could affect employee health and safety during daily operations.

ETC's Role :

ETC worked with the district’s Maintenance and Plant Operations Department to review job descriptions, interview personnel, and observe work activities performed throughout district facilities. Based on these evaluations, ETC organized positions into JSA categories and identified potential hazards associated with each role.

For each job category, ETC documented recommended control measures and determined where personal protective equipment was necessary when hazards could not be fully addressed through engineering or administrative controls. Appropriate PPE requirements were identified and training was provided to support proper use and maintenance.

ETC also evaluated facility conditions to identify locations requiring additional safety considerations, including confined spaces and other restricted-access areas. These assessments ensured employees received the training and equipment necessary for specific environments, regardless of their primary job classification.

Results and Impact :

The completed JSA program provided Dearborn Public Schools with a structured framework for managing workplace safety across maintenance, custodial, grounds, and trades operations. Employees received guidance tailored to the work they perform, helping create consistency in safety expectations throughout the district.

The program established a foundation for ongoing safety management and is reviewed annually to account for changes in job duties, facilities, and regulatory requirements. This approach helps ensure safety documentation remains current and relevant to district operations.
