Detroit Landlord Training Program (DLTP) Case Study
Scope of Work :
Environmental Testing & Consulting (ETC) partnered with the City of Detroit to develop and deliver the Detroit Landlord Training Program (DLTP), a comprehensive initiative created to help small-scale landlords and local contractors understand and comply with Detroit’s lead safety ordinance, rental regulations, and property maintenance requirements. The program was designed to simplify complex rules, improve rental housing quality, and promote safe renovation practices in Detroit’s aging housing stock.
ETC created a full suite of training courses—including EPA RRP, Lead Supervisor, Property Management, Local/State/Federal Requirements, and Construction Process Management—to ensure landlords had accessible, cost-free education tailored to Detroit’s unique regulatory environment. Through this partnership, the City aimed to elevate landlord professionalism, reduce lead hazards, and increase compliance across thousands of rental properties.
ETC's Role :
ETC developed the complete DLTP curriculum, transforming technical regulatory requirements into clear, practical coursework. Our team created instructional materials, designed Detroit-specific examples, and incorporated hands-on guidance to help landlords navigate inspections, permitting, compliance timelines, and safe work practices.
To support citywide accessibility, ETC delivered training across multiple platforms—virtual sessions, in-person classes, and on-demand resources—ensuring that landlords and contractors could participate regardless of experience level. ETC also collaborated closely with City departments to align course content with ordinance expectations, clarify FAQs, and coordinate communications for participants.
Through this work, ETC trained thousands of landlords and contractors, provided guidance during Q&A sessions, and offered follow-up resources to help participants remain compliant long after the courses were complete.
Results and Impact :
The Detroit Landlord Training Program significantly improved regulatory understanding, lead safety awareness, and property management practices throughout the city. By equipping landlords with the knowledge and resources needed to meet Detroit’s rental code, the program helped reduce lead exposure risks, strengthen compliance with EPA and local regulations, and improve the overall quality of housing available to Detroit residents.
