If you own 1 to 5 rental units in Detroit, this program helps you meet lead safety requirements, pass city inspections, and qualify for your Certificate of Compliance (CoC)—with the added bonus of free training, certification, and materials.

Basic eligibility requirements are as follows:

  • Property Owner’s primary residence must be within the city of Detroit
  • Property Owner can own between one and five rental units in the city of Detroit
  • Property Owner must be current on all city of Detroit property taxes or actively participating in an approved property tax payment plan
  • Property Owner must agree to the program’s affordability requirements
  • Property Owner must commit to completing an EPA-approved Renovate, Repair and Paint training course
  • Units may be occupied or vacant at the time of application, but must be available for rent to eligible tenants upon achievement of a Certificate of Compliance (CoC)

What is a Certificate of Compliance?

In Detroit, a Certificate of Compliance (CoC) is a legal requirement for any rental property. It’s the city’s way of verifying that your rental home meets basic safety, maintenance, and health standards. Without a valid CoC, you are not allowed to rent out your property, and you can face serious consequences, including:

 

  • Fines and code violations for operating an unlicensed rental

  • Liens placed on your property for unresolved violations

  • Tenants legally allowed to withhold rent in escrow

  • Potential lawsuits or enforcement actions from the city

Lead Safety Is a Key Requirement

Many landlords fail CoC inspections because of lead paint hazards—especially in older properties.
