Job Safety Analysis Program for Van Buren Public Schools

Scope of Work :

ETC was contracted by Van Buren Public Schools to develop Job Safety Analyses (JSAs) for maintenance, custodial, trades, and grounds staff across the district. The goal was to clearly define job-related hazards and safety requirements for each employee category and align them with day-to-day work conditions.

The scope included reviewing job descriptions, observing routine tasks, and identifying safety and health risks associated with both typical and non-typical work activities. In addition to task-based hazards, ETC reviewed building access conditions that could introduce additional safety requirements regardless of job classification.

ETC's Role :

ETC worked directly with the Plant Operations Department to interview staff and observe work practices across departments. Based on this input, ETC grouped roles into JSA categories and developed hazard lists for each category, along with practical methods for hazard mitigation.

Where hazards could not be fully addressed through administrative or engineering controls, ETC identified appropriate personal protective equipment requirements. ETC also supported PPE selection and provided training on proper use and care to ensure expectations were clear and consistent.

Beyond task-based JSAs, ETC evaluated building areas that required additional safety considerations, such as confined spaces. These requirements were documented so that employees entering these areas received the appropriate training and PPE, regardless of their primary job role.

Results and Impact :

The completed JSAs gave the district a clear, role-based framework for addressing safety and health risks across maintenance and custodial operations. Staff had defined guidance tied to the work they actually perform, rather than relying on broad or generalized policies.

By incorporating location-based hazards alongside job duties, the program reduced gaps where additional training or equipment could be overlooked. The district now maintains the JSAs through an annual review process, allowing updates to be made as job duties, facilities, or requirements change.
