State of Michigan Asbestos and Lead Training Provider

Scope of Work :

ETC has served as an approved training provider for the Michigan Department of Health and Human Services (MDHHS) for more than a decade, delivering asbestos and lead certification training across the state. Courses are offered both in person throughout Michigan and virtually, supporting a broad and diverse workforce.

The scope of work includes initial and refresher certification courses covering asbestos and lead disciplines, along with related HUD, EPA, and OSHA training requirements. These courses support statewide efforts to expand and maintain a qualified pool of licensed professionals.

ETC's Role :

ETC develops and delivers EPA-certified training courses that follow the required model curricula and state authorization standards. Instruction includes multi-day courses ranging from two to five days, with required testing to demonstrate competency before certification is issued.

To support effective learning, ETC combines classroom instruction with hands-on activities, daily knowledge checks, and regular review of prior material. This approach is designed for adult learners who may not have been in a classroom setting for many years and need practical reinforcement of complex regulatory material.

For lead certification programs, ETC administers courses that prepare students for third-party examinations jointly developed by EPA and the State of Michigan. ETC also provides refresher courses to help licensed professionals maintain compliance over time.

When MDHHS approved virtual refresher training following the pandemic, ETC was the first provider authorized to deliver these courses. Since that approval, ETC has trained thousands of students through the virtual system.

Results and Impact :

ETC has trained hundreds of professionals through MDHHS-funded and privately enrolled courses, supporting workforce development and regulatory compliance across Michigan. Stipend-funded lead training courses have helped expand the number of certified professionals available statewide.

The long-standing partnership with MDHHS has allowed the program to scale while maintaining consistency, instructional quality, and compliance with evolving federal and state requirements. ETC remains one of the most active training providers in Michigan for asbestos and lead certification.
