City of Detroit Phase II Environmental Site Assessments
Scope of Work :
The City of Eastpointe partnered with ETC to provide environmental consulting and regulatory support following the removal of an 8,000-gallon gasoline underground storage tank (UST) where a release was identified during site activities. ETC conducted environmental investigations, soil sampling, reporting, and closure documentation to support compliance with Michigan Part 213 requirements.

Project Details
ETC provided environmental consulting services to the City of Eastpointe following the removal of an 8,000-gallon gasoline underground storage tank at a Department of Public Works property. During removal activities, evidence of a release was identified, requiring additional environmental investigation and regulatory documentation.
ETC performed site assessment sampling and completed a Phase II Environmental Site Assessment to evaluate the extent of potential impacts associated with the release. Field investigations included Geoprobe drilling and subsurface soil sampling to characterize site conditions and evaluate exposure pathways.
Sampling activities focused on areas surrounding the former tank location, including locations near nearby structures to assess potential vapor intrusion concerns. ETC also evaluated subsurface conditions, including the presence of a naturally occurring clay layer that helped limit contaminant migration.
As part of the project, ETC prepared the required environmental documentation under Part 213 of the Natural Resources and Environmental Protection Act (NREPA), including site diagrams, cross-sections, and closure reporting. Based on the investigation findings and the lack of exceedances along relevant exposure pathways, ETC was able to support successful site closure for the City.

ETC worked directly with the City of Eastpointe and its engineering department as both an environmental consultant and Qualified Consultant (QC) for the environmental investigation, release documentation, and closure reporting associated with this project.
Results and Impact :
The investigation provided the City of Eastpointe with the environmental data and regulatory documentation needed to address the reported release and move the property through the closure process efficiently.
Through targeted drilling, soil sampling, and evaluation of site conditions, ETC was able to demonstrate that relevant exposure pathways did not exceed applicable criteria, supporting successful regulatory closure of the leaking UST site.
The project helped the City address environmental concerns associated with aging underground storage infrastructure while maintaining compliance with Michigan environmental regulations and reporting requirements.
