City of Detroit Phase II Environmental Site Assessments

Scope of Work :

The City of Detroit partnered with ETC to perform Phase II Environmental Site Assessments (ESAs) at vacant residential properties where historical demolition activities had occurred and the integrity of fill materials was unknown. The work focused on determining whether contamination was present and identifying what remediation or material handling measures would be needed for future property use.

  • Performed thirty ASTM E1903 Phase II Environmental Site Assessments.
  • Prepared site-specific Health and Safety Plans (SSHASPs) for each property investigation.
  • Reviewed historical aerial photography to identify former structure footprints prior to drilling activities.
  • Completed soil boring and sampling within former building footprint areas.
  • Collected and analyzed samples for environmental contaminants associated with demolition fill materials.
  • Performed additional mercury-related testing, including sieve analysis and Fraction of Carbon (FOC) evaluation, where required.
  • Prepared ASTM E1903 Phase II ESA reports following client templates and schedules.
  • Provided recommendations regarding material management, removal, or reuse considerations.

Project Details

ETC conducted thirty Phase II Environmental Site Assessments for the City of Detroit’s Demolition Department as part of ongoing environmental investigations involving vacant single-family residential properties throughout the city.

The properties selected for investigation had previously undergone demolition activities, and questions remained regarding the condition and composition of unknown backfill materials left onsite. ETC’s role was to help determine whether environmental contamination was present and whether additional remediation or material replacement would be required before future use of the properties.

For each property, ETC developed a site-specific Health and Safety Plan and reviewed historical aerial imagery to identify the original structure footprint before drilling and sampling activities began. Soil borings were completed within former building footprint areas, and samples were collected for environmental analysis.

Where mercury concentrations exceeded background levels, ETC performed additional testing to help evaluate handling and disposal considerations. ETC’s Environmental Professionals then prepared ASTM E1903-compliant Phase II ESA reports within the reporting structure and timelines required by the City of Detroit.

ETC has supported the City of Detroit’s Demolition Department since 2009, providing Phase I and Phase II ESAs, environmental reviews, regulatory compliance support, and environmental consulting services associated with federally funded redevelopment and demolition activities.
