Flint Housing Commission Environmental Program Support

Scope of Work :

Flint Housing Commission partnered with ETC to provide environmental, safety, and industrial hygiene support across residential, multi-family, and service properties throughout Flint. The work included identifying environmental hazards, coordinating remediation activities, and supporting ongoing compliance with HUD, MIOSHA, and MDEGLE requirements.

Project Details

ETC has worked with the Flint Housing Commission (FHC) since 2020, serving as their environmental, safety, and industrial hygiene contractor across a wide range of housing properties and facilities throughout Flint.

The project involved asbestos and lead surveys for multi-family housing, single-family properties, and service buildings, along with mold assessments where conditions indicated potential moisture or indoor air quality concerns. ETC reviewed survey findings and environmental data to help identify hazards that could affect building occupants, maintenance staff, and contractors working within the facilities.

In addition to assessments and surveys, ETC coordinated and oversaw remediation and abatement activities for identified environmental hazards. Final clearance sampling was conducted before properties were returned to occupancy to help verify remediation activities were completed appropriately.

Beyond individual projects, ETC also supported the Flint Housing Commission with broader compliance and program development efforts. This included asbestos operation and maintenance planning, recurring inspection programs, environmental sampling protocols, employee training, and support for Uniform Property Condition Standards (UPCS) review processes.

The work helped support compliance with HUD funding requirements as well as MIOSHA and MDEGLE environmental regulations across the housing portfolio.

Results and Impact :

Ongoing environmental support has helped the Flint Housing Commission maintain a more consistent and proactive approach to identifying and addressing environmental hazards across its housing properties.

By combining assessments, remediation oversight, clearance testing, and program development under one contractor, ETC helped streamline environmental compliance efforts while supporting safer conditions for residents, staff, and contractors.

Through continued oversight, training, and compliance support, ETC has helped the Flint Housing Commission maintain environmental programs that support both day-to-day operations and long-term housing management goals.
