Health and Safety Program Annual Update for Henry Ford College

Scope of Work :

Henry Ford College partnered with ETC to review and maintain the Engineering Department’s health and safety program. The work focused on keeping documentation current across Confined Space Entry (CSE), Bloodborne Pathogens, Hearing Protection, and Personal Protective Equipment (PPE) requirements for a wide range of job duties.

Work Completed

  • Completed an initial assessment of Engineering Department job descriptions and typical vs. non-typical tasks.
  • Developed program documentation and role-based guidance for CSE, bloodborne pathogens, hearing protection, and PPE.
  • Identified potential confined space locations across campus buildings and classified them as Permit-Required or Non-Permit Required.
  • Performed atmospheric screening using a multi-gas meter (O2, CO, LEL/UEL, H2S, and PID) and documented findings.
  • Verified signage needs at identified confined space locations.
  • Created role-specific reference materials describing health and safety requirements by job description.

ETC's Role :

Project Details

As part of the initial assessment, ETC evaluated building conditions to identify areas that met the definition of a confined space. Many of the locations were within air plenums. While no oxygen-deficient confined spaces were identified, the assessment documented a range of locations that required formal classification and tracking.

The assessment resulted in over 28 Permit-Required confined space locations and 45 Non-Permit Required locations. ETC also checked for appropriate signage and documented what was needed at each location to support safe entry and consistent compliance practices.

Beyond confined spaces, ETC reviewed each job description for potential exposure considerations related to bloodborne pathogens, hearing protection, and PPE. ETC then produced role-based health and safety reference materials so expectations were clear for day-to-day work and less common tasks.

Annual Updates

ETC continues to provide annual updates to keep the program current. Each year includes reevaluating existing and newly identified confined space locations, reviewing updated or new job descriptions, and incorporating regulatory changes into the health and safety reference materials.

Other health and safety topics were reviewed during the initial effort and either addressed through prior documentation or managed internally by Henry Ford College.

The annual review process gives Henry Ford College a consistent way to keep health and safety documentation current as job duties, facilities, and regulations change. Confined space locations are tracked, classified, and clearly documented, which reduces uncertainty during planning and maintenance work.

Role-based guidance helps staff understand what requirements apply to their specific tasks, rather than relying on generalized policies. This supports safer day-to-day work and makes expectations easier to communicate during training and onboarding.

By revisiting the program each year, updates are handled incrementally instead of accumulating into larger corrective efforts. This approach helps the college stay prepared for inspections and internal reviews without disrupting ongoing operations.
